I think some issues (such as others you mentioned, human trafficking...) are more "emotional" than others, and while access to records is important, it doesn't quite have the "pizazz" that other causes do, and thus, it has less votes. (For the record - I voted). I'm just saying, it doesn't mean people don't care, it's just that other issues tend to get people more "riled up."
